Kaushalya Vardhan Kendra

The very idea of “Kaushalya Vardhan Kendra” was conceived during the Chintan Shibir at Dhordo (Kutchh, Gujarat) held from 3rd December 2009 to 7th December 2009. Initially it was decided to establish KVKs in urban villages having more than 10000 populations in general area and 7000 population in tribal area for a cluster of around 7 to 10 villages. The emphasis was also on the villages where the vocational training facilities were not initiated by the state Government.

It was decided to start 150 Kaushlya Vardhan Kendra (KVKs) in the first phase (2010-11) and in second phase (2011-2012) another 150 KVKs started in the state. Now total of 335 KVKs there. The courses developed under the (MES) Modular Employable Scheme’s short term courses which are readily available and these courses were considered along with the State level courses started under the aegis of Gujarat Council of Vocational Training (GCVT). There are there for KVKs and another 1074 Life Skill courses are also added.

30 new KVKs will be started in year 2012-13 only in Tribal talukas. 05 new KVKs for disabled will be started in year 2012-13 in the schools of physically Handicapped under the Commissionerate of School.

ourses were selected on the basis of employment and self-employment opportunities available in the locality & cluster of villages.Buildings of Gram and Taluka panchayats, schools, colleges, rural market yards and private owners were acquired and converted into Kaushalya Vardhan Kendras (KVKs) with some additions and alterations. There were Series of meetings and consultations at the level of Gram Panchayats. of Gram Sabhas were organized with the objective of bringing the awareness of skill development and career growth.

The District level ITIs were designated as nodal agencies for implementation of this scheme and the Principals of the Industrial Training Institutes were entrusted with the responsibilities of starting the KVKs and monitoring the training activities. These Principals of the Institutes were declared as Skill Development Officers for their particular District.

Certification by GCVT (Gujarat Council of Vocational Training) or Joint Certification of GCVT & Industry Partner are mandatory. Nominal fees of Rs.50.00 per month is charged from General candidate and SC, ST, BPL, Physically Handicapped and Women are exempted from fees. Overall success of KVKs has created an impact to open up a new era and therefore it has been a path breaking venture to give new hopes to rural as well as urban people.

Main breakthrough of the scheme is to increase the woman's turnout for skill-related courses. By adopting a rural approach (i.e. Training facility at the door step and selecting trades popular amongst woman participants) this venture has gone a long way in bridging rural urban divide and in meeting aspirations and desire of quality skill education in rural area and disadvantaged section of society at par with urban. Scheme has also brought some changes in the quality of life in rural areas of the people as they have got access to the modern pattern of training and skill education facilities.
